Elmer Santiaguel

Elmer Encarnacion Santiaguel also known as Tata Emong served as a punong barangay of San Rafael III, Noveleta. He was born on January 31, 1950 until his final moments last February 06, 2020 because of diabetes.
He is the one responsible for completing of streetlights in every part of his barangay and aside for his numerous contributions to his barangay he also manage to raise the allowance of the barangay council from P600 per month up to P6,500 monthly.
His passion and dedication in serving families as a public servant is very commendable.
